Reporting to the Administrative Director, Laboratory Services, the Evening & Night Laboratory Supervisor is responsible for off-shift Laboratory Operations including operating within budget, personnel management, testing operations and communication with professional staff. Responsible for staff development, training, education, assessing competency, providing evaluations and continuing education for Evening & Night Staff. Facilitates Monthly Evenings & Nights Section meetings. Carries out directives from Laboratory Administrative and Medical Directors regarding Quality initiatives.
Assists all section supervisors with ensuring compliance with all regulatory agencies, including, but not limited to, JCAHO, OSHA, CAP and NYS DOH. Responsible for breath alcohol testing and urine drug screens for OJN including development of standard operating procedures, training, competencies and proficiency testing. Assigns & monitors CAP educational courses, ASCP webinars, etc. to ensure that all employees have 12 continuing education hours per year.
Responsible for the oversight of reference lab activities to include serving as a liasion for outreach and reference laboratories and quality assurance activities for outreach and reference laboratories. Responsible for fielding and resolving customer and employee complaints. Communicates well with other members of the laboratory management staff. Primary hours will be 1400-2230; regular rotations onto night shift required as well as attendance at various meetings scheduled on day shift.
Operational Organization and Productivity
a. Oversees laboratory operations from 1530 - 0700. Works with the Laboratory Medical Director and staff pathologists in areas of clinical decision-making. Manages daily scheduling, competency assessment, training, and continuing education for employees Evaluates employee performance and provides counseling and disciplinary action when necessary. Reviews patient results and computer entry.
b. Communicates effectively with managers and other section supervisors to develop and prioritize departmental goals. Assists in establishing dashboard goals (Employee & Patient Satisfaction, STAT TAT, Outpatient Test Growth Volume and Budget cost per unit) in key performance areas for Laboratory Services; tracks progress toward goals and updates dashboard on a monthly basis.
c. Facilitates monthly section meeting for off-shift personnel.
d. Attends meetings within the hospital, including Supervisor Meetings, related to such matters as programs, policies, activities and services provided by the hospital that may impact the operations of the department and hospital.
e. Develops and maintains active relationships with the PCCs, the ECC, the Intensive Care Units and Nursing Service Departments in order to focus on inter-departmental projects and goals.
f. Serves as an active member on various hospital committees as requested.
g. Assists in establishing network relationships and outreach activities to meet the needs of established clients and attract business from prospective clients.
h. Monitors and controls operating costs within the budget. Develops annual operating and capital budgets, monitors these targets on a routine basis; justifies any sizeable variances.
i. Helps the Laboratory Director oversee the appropriate analysis and response to surveys utilized by the organization to gather physician, staff and customer feedback.
j. Assists to develop and implement initiatives designed to address and improve physician, staff and customer satisfaction.
Quality, Performance Improvement and Safety
a. Develops and implements quality initiatives for sendouts including the labs we provide reference lab services and the various reference labs that CVPH sends specimens to.
b. Assists section supervisors with qulaity initiatives for their respective areas.
c. Participates in departmental and hospital wide quality improvement and quality assurance processes.
d. Maintains compliance with standards set forth by accrditation and regulatory agencies by overseeing and reviewing quality.
e. Ensures staff comply with organizational safety policies and procedures including wearing of appropriate PPE and use of engineering controls.
Personnel Management, Collaboration & Team Development
a. Responsible for off-shift personnel management including staff training, education and competency programs, as well as disciplinary processes. Assess competency, provides quarterly and annual evaluations (coaching) and continuing education for staff. Is a visible resource for staff.
b. Participates in a number of inter and intra-departmental committees. These committees are designed to foster collaboration that improves patient services across the continuum of care.
c. Participates in the development and implementation of programs designed to foster team and individual professional development, critical thinking and problem solving skills.
d. Assigns & monitors CAP educational courses, ASCP webinars, etc. to ensure that all employees have 12 continuing education hours per year.
e. Responsible for full Laboratory Department when assigned in the absence of the Administrative Laboratory Director.
f. Primary supervision & oversight of evening/night shift Laboratory operations including staff competencies and performance evaluations. Regular rotation onto day and night shifts including regular attendance at Departmental, Management and Organizational meetings.
g. Maintains a working knowledge of the section such that at least 1 – 3 bench assignments can be worked as needed
Regulatory Agency & Corporate Compliance
a. Responsible for developing, writing, implementing, updating and reviewing policies and procedures in accordance with the Joint Commission, College of American Pathologists, New York State Department of Health, CLIA, CMS, FDA & OSHA guidelines.
b. Assists section supervisors with maintaining compliance with standards set forth by accreditation and regulatory agencies by overseeing and reviewing quality control, equipment maintenance, and proficiency testing. .Ensures completion and timely reporting of all proficiency surveys. Submits follow up reports and documents corrective action of unacceptable survey results to the Laboratory Administrative and Medical Director.
c. Works with the Director to ensure Corporate Compliance by periodically assessing the practices and processes with regard to billing and testing practices.
Strategic Direction and Planning
a. Assists section supervisors by helping to determine appropriate selection of emerging technologies to assure hospital physician alignment and optimizes financial performance while meeting benchmark and quality service outcomes.
b. Assists section supervisors and Administrative Director in meeting or surpassing goals including Employee and Patient Satisfaction, STAT TAT and Budget cost per unit.
c. Supports a strategic plan that incorporates available resources, customer needs and growth initiatives
d. Ensures a system for compliance with benchmark standards. Helps to engage laboratory physician staff in growth opportuities that include outreach and budget development.
e. Develops, manages and maintains professional contacts as it relates to Laboratory Services.
f. Periodically evaluates staffing, workload, operations and aligns resources with need. Voices suggestions for improvements.
1. Bachelor’s degree in Medical Technology required.
2. New York State License as a Clinical Laboratory Technologist required.
3. Six (6) years of General Laboratory experience required.
4. Must meet New York State qualifications for a Supervisor.
5. MT (ASCP or MT (HEW) preferred.
6. Demonstrated experience and knowledge of Microsoft Office preferred.
7. Ability to generate quality reports, charts, graphs, etc. preferred.
